I think the gist was something like “…even in a world of so many decals you can make your own…”

With the softener, more coats are better. That big decal on the backpack of the trooper was all wrinkled, but 2-3 more coats would eliminate that, and sort of dissolve the clear rim outside the edges. It also helps the decal lay into recesses and conform to complex curves.
