Fixing a replica stroller

    Attached are some pictures of a replica antique stroller my mom had been given with, I believe, a steel stand and secondary axle.

    Though we agree that the axle was probably flipped, it was also given to us skewed (as I hope you can see). The problem is that I haven't worked with such a sturdy metal before and was wondering if anyone knew the best way to go about it:

    Do I need heat?

    What tools would I use?

    Will fixing it promote the warping to reoccur?
