It may look like the modern iteration of Catwoman's goggle-equipped cowl, but this is actually a leather helmet made for the Gotham City Rockers group assembling for the Halloween parade in Portsmouth, NH. Maker Trevor details his gorgeous build in this Imgur gallery, which started off with wrapping his head in masking tape to determine the right dimensions for snug fit, prototyping with posterboard, and then stitching and dyeing leather for the final helmet. Trevor also made leather Batman gauntlets for his outfit.
